Born and raised in Great Falls, Monte grew up surrounded by the same sweeping vistas and big sky that inspired Charlie Russell. Tim Zimmerman, BS, CPA Chairman-elect of the Independent Community Bankers of America® (ICBA), the only national trade association that exclusively represents community banks. Chief Executive Officer of Standard Bank, PaSB in Monroeville, PA. Zimmerman, a community banker over 35 years, is a member of ICBA’s Executive Committee and board of directors. Zimmerman serves as the sole community bank representative on the Financial Accounting Standards Board’s Transition Resource Group, an advisory council on the Current Expected Credit Loss accounting model. Mike Sangray A Certified Information Systems Security Professional and Certified Information Systems Auditor, with a B.A. in Computer Sciences and Philosophy, is a cyber security engineer with Anderson ZurMuehlen and has 18 years experience in the IT security field. Mike provides expertise through assessment, development, and evaluation of security solutions and architectures in addition to conducting security risk assessments and reviews of polices and procedures to secure applications, operating systems, database, and networks. In addition to his client work, Mike is an Adjunct Professor at Carroll College. Jim Reber, President and CEO of ICBA Securities® ICBA Securities® is part of the ICBA Services Network® and a wholly owned subsidiary of the Independent Community Bankers of America®. Reber joined the company in 1990 and was elected president and CEO in 2005. Prior to joining ICBA Securities, Reber was senior vice president and investment strategist of Vining Sparks IBG. Reber is a certified public accountant and a chartered financial analyst. He is on the board of regents of the Paul W. Barret School of Banking and served as its chairman in 2017. Reber received a BS in accounting Magna Cum Laude from Christian Brothers University and serves on the Board of Trustees. Melanie G. Hall, Commissioner, Montana Division of Banking and Financial Institutions Provides overall leadership to the Banking Division, which is responsible for the supervision of state-chartered banks and credit unions with over 20 billion in total assets. Her division licenses and examines over 1,000 non- bank financial entities including mortgage lenders and mortgage brokers, consumer loan and sales finance companies, title lenders, deferred deposit lenders and escrow businesses. Commissioner Hall obtained her B.A. in Economics from Eckerd College and her juris doctor from Tulane Law School. Patrick Barkey, Director, Bureau of Business & Economic Research, University of Montana Patrick became director of the BBER in July of 2008, after serving as director of health care research since April 2007. Patrick has been involved with economic forecasting and health care policy research for twenty-four years, both in the private sector and public sector. He served previously as Director of the Bureau of Business Research at Ball State University in Indiana for fourteen years in labor market research, and state and regional economic policy matters. Patrick attended the University of Michigan, receiving a B.A. (79) and Ph.D. (86) in economics. Charles Robison, State Director for USDA Rural Development in Montana Robison first worked for USDA as a Forest Service wildland firefighter in the late 90s. A Montana native, Robison grew up irrigating hay fields and working cattle on his grandparents’ranch near Ennis. Robison earned degrees in law and business from the University of Montana. He received the American FFA Degree in 1996. Robison practiced in Helena at the Gough, Shanahan, Johnson &Waterman law firm, representing family businesses, farmers, ranchers and Montana mines. Robison uses his leadership experience to oversee Rural Development programs in a customer-focused manner. Dale Neiss, CRCM, Compliance Consultant with Young & Associates, Inc. With over 30 years of banking experience in Denver, CO, Dale developed and implemented compliance management systems, loan review and community reinvestment act (CRA) programs, and enterprise risk management (ERM) framework for multiple banks. At Young & Associates, Inc., he provides consulting and training, as well as writes articles and compliance manuals. Dale is a Certified Regulatory Compliance Manager (CRCM) from Institute of Certified Bankers inWashington, D.C. He earned a Bachelor of Business Administration in Finance and Management from Kent State University. Vernon Tanner, Sr. VP Operational Compliance Manager, Crescent Mortgage Co. Vernon has a career spanning 25 years in the banking industry as a Bank Examiner before entering the private sector to hold positions as diverse as Credit Officer, Loan Officer, and Chief Compliance Officer. He has held leadership roles for many years in trade associations, guest faculty member and speaker for State Banking Trade Association on various topics. As an active member of the Compliance Committee for Mortgage bankers Association at the State and National levels where he has been a regular panelist at their National Legal Issues and Compliance Conference inWashington, D.C.
